she has raised red bumps on her tummy it's like a rash. is it safe to use. thank you.

It won't hurt her, but the bumps could be a staph infection, so get it checked out at her vet soon. If she gets recurrent skin infections, she could have a food allergy (among other things).
Added: Actually, staph infections often have a collarette of dead skin around each lesion. Regardless of the appearance of the rash, especially without seeing the animal, it is impossible to say what caused it. If it clears up and does not recur, no worries. However, if it does not go away, or recurs, get it checked out.
Its not safe as she can lick it off, not good.
Make an appt. with the vet in the morning to find out what is causing the bumps. It could be many things, and trying to treat it at home can make it worse, and make it harder to diagnose and treat when you finally go to the vet.
as long as you keep her from licking her tummy, and the will be hard to do.
You should bring her to the vet first to find out if it really is a rash.
